Israel strips Dutch envoys in West Bank of accreditation over settlement goods ban

Israel said on Sunday it will withdraw the diplomatic accreditation of Dutch officials posted in the occupied West Bank, retaliating against a Dutch ban on goods from Israeli settlements. The decision was announced by Foreign Minister Gideon Saar, who said the affected officials have seven days to hand over the diplomatic papers issued to them by the Israeli state.

"After this period, the diplomatic privileges and immunities granted to them by the State of Israel will expire," Saar wrote on the social platform X. The announcement amounts to an effective expulsion of the Dutch representatives from their postings once the week-long deadline passes, with the practical consequence that those officials would lose the protections and the official standing they currently enjoy on Israeli-administered territory.

The measure comes directly on the heels of an escalation by 12 Western countries, including Britain and France, which moved at the start of this month to sanction goods produced in Israeli settlements. The Dutch step turned a political declaration into enforceable customs and border policy, and it is that enforcement — rather than the original symbolic action — that drew Jerusalem's response.

Amsterdam said earlier in September that it would begin enforcing its ban on settlement goods from September 22. Crucially, the restriction was not limited to commercial shipments: Dutch authorities said the ban would also be applied to personal baggage, closing what had been one of the most obvious loopholes for travellers carrying goods into the country.

That detail was quickly tested at the country's main gateway. In recent days, Dutch and Israeli media reported that passengers arriving from Israel at Amsterdam's Schiphol airport had their luggage searched for banned items, turning an abstract policy into a routine friction point for anyone flying home from Israel or from the Palestinian territories.

The reaction from Washington was pointed. Mike Huckabee, the US ambassador to Israel and a long-standing supporter of the settlers, said on X that "there were some people from Netherlands in our church this morning who are flying back tomorrow and have to check their souvenirs to make sure they aren't from Judea/Samaria." The ambassador added that those travellers faced the possibility of a six-year prison term — a stark indication that the Dutch rule carries criminal penalties, not merely confiscation of goods.

Judea and Samaria is the biblical name for the West Bank that remains in official Israeli government usage, and the terminology has become a marker of the wider dispute over the territories' final status. Israel took control of the West Bank, along with East Jerusalem, the Gaza Strip and the Golan Heights, during the 1967 Arab-Israeli war and has occupied them since, decades after the 1948 creation of the state. Settlements established by Israeli citizens in that territory are considered illegal under international law, a position Israel disputes.

The scale of the presence is significant. Excluding East Jerusalem, around 500,000 Israeli settlers live in the West Bank, a territory that is also home to three million Palestinians. The communities involved are the economic backbone of the settlement enterprise, and efforts to restrict trade in their output are therefore seen by supporters as an existential measure rather than a symbolic one.

Analysts of the diplomatic rift say the revocation of accreditation sits within a wider pattern of Israeli responses to European pressure. Earlier this month Israel announced it would close the British consulate-general in Jerusalem, and the outlet reported on a separate flare-up after Israeli officials dismissed French President Macron's remarks at the United Nations on the West Bank as "grotesque absurdity." Taken together, the measures suggest Jerusalem is prepared to escalate across several European capitals at once rather than target a single government.

Practically, the fate of the Dutch officials will depend on how the two governments choose to manage the transition. Israel can let the seven-day window lapse, after which the officials would technically no longer hold the privileges and immunities extended by the host state, but both sides have incentives to avoid a public rupture. Hague may yet press for a negotiated handover, keeping in mind that Dutch citizens — among them aid workers, journalists and religious figures — are numerous on the West Bank and rely on Israeli-issued credentials for movement, registration and access.

For the sanctions regime itself, the move may prove counterproductive. Enforcement at Schiphol shows that the Dutch ban bites; revoking credentials does not undo the inspections. The likely consequences are instead a further strain on bilateral ties, a louder European debate about recognising or penalising settlements, and another round of argument over terminology: whether goods labelled from "Judea and Samaria" are, in the view of European governments, Israeli exports, banned products, or something in between.

The next phase will be watched for two things: whether The Hague responds with a countermeasure, and whether the 12-country bloc — now operating with a working enforcement mechanism in at least one member state — holds its cohesion. With about half a million settlers relying on export access, and a legal environment in which some European jurisdictions now threaten multi-year sentences, the question of what reaches European shelves is quickly moving from the realm of statements into the realm of courts, customs houses and diplomatic credentials.
