Former Paris Mayor Acknowledges 'Collective Failure' Amid Inquiries into School Abuse Scandal

Former Mayor of Paris Anne Hidalgo has conceded before a parliamentary inquiry that public institutions suffered a widespread "collective failure" to safeguard minors. Her testimony before the French Senate comes amid an expansive police investigation into more than 200 allegations involving mistreatment, physical violence, and sexual abuse across the capital's municipal nurseries and elementary schools spanning more than a decade.

Addressing the Senate inquiry committee established to examine safety within extracurricular and out-of-school environments, the former municipal leader described the magnitude of the victim count as intolerable. She stated that she fully recognized the profound feeling of abandonment experienced by affected families who had entrusted their young children to the care of the French capital’s public facilities.

The criminal investigation currently being pursued by law enforcement agencies centers on serious offenses reportedly committed during vulnerable intervals of the school day. These include lunchtime breaks, mandatory afternoon rest sessions, and municipally run after-school care programs across state-administered nurseries and primary schools throughout Paris.

During her formal appearance before lawmakers, Hidalgo argued that the breakdown occurred despite an evolving public awareness regarding the perils of child sexual abuse in France. She acknowledged that while specific municipal measures were initiated over the years, the overarching institutional framework ultimately fell short of its primary obligation to shield vulnerable schoolchildren from harm.

The administrative and judicial timeline of the scandal extends back more than a decade, with the earliest formal allegations surfacing in 2014. In the wake of those initial complaints, an inter-departmental supervisory body known as the Paris General Inspectorate compiled a dedicated assessment in 2015, explicitly alerting officials to the severe hazards of city personnel committing illicit acts against minors.

Senator Agnès Evren, who presided over the Senate hearing, sharply scrutinized the municipal administration’s past performance by highlighting crucial deficiencies identified in the Inspectorate's findings. Among the most glaring institutional oversights detailed was an unaddressed four-year hiatus during which complaints brought forward were not systematically reported to judicial authorities.

Senator Evren further underscored that essential preventative guidance and procedural recommendations put forward by the supervisory inspectorate had been only partially enacted by municipal authorities over the years. This partial adherence left systemic vulnerabilities within the extracurricular oversight structure unaddressed for prolonged periods.

The administrative crisis has also triggered direct legal ramifications for the highest levels of municipal governance. Paris Public Prosecutor Laure Beccuau previously disclosed in a radio interview that formal judicial inquiries have been opened into both Hidalgo and the current Mayor of Paris, Emmanuel Grégoire, examining whether municipal leaders failed in their legal duty to assist persons facing imminent danger of abuse.

The gravity of the misconduct under investigation was reflected in concurrent court proceedings in the capital. On Tuesday afternoon, a Paris judicial court handed down a criminal sentence against a former municipal after-school monitor, ordering a five-year prison term with four years suspended.

The convicted activity supervisor had formally confessed to carrying out sexual assaults against nine young female students aged between six and ten at a Paris elementary school, marking one of several concrete legal cases emerging from the broader municipal oversight crisis.

The former mayor's testimony before the parliamentary committee provoked immediate criticism from parent advocacy organizations representing victims and their families. These groups have long asserted that repeated warnings and persistent complaints regarding misconduct in city-run facilities were routinely ignored by City Hall officials for years.

The parental collective SOS Periscolaire voiced sharp disappointment regarding the former mayor's Senate statements, contending that her remarks lacked substantive factual clarity regarding municipal accountability. The organization criticized Hidalgo for characterizing the crisis as a broad systemic failure rather than accepting direct responsibility for City Hall’s governance decisions.

Representatives from SOS Periscolaire maintained that municipal executives have consistently attributed institutional shortcomings to external factors while evading direct accountability for oversight failures occurring under their watch. The group argued that parents had repeatedly sought interventions that were not adequately delivered.

Barka Zerouali, cofounder of the advocacy association #MeTooEcole, stressed the fundamental breach of public faith caused by the abuse crisis. Zerouali emphasized that parents should be completely assured of their children's physical and psychological safety when leaving them at educational institutions, particularly when utilizing state-funded public services.

As the Senate inquiry continues to examine the procedural lapses within extracurricular programs, municipal authorities and judicial investigators remain under intense pressure to account for how systemic abuse persisted unchecked for more than a decade within the French capital's school network.
