Venezuela Attends Houston G20 Energy Gathering at United States Invitation Amid Mounting Fuel Crisis

A delegation from Venezuela is taking part in Group of 20 energy discussions in Houston this week following an invitation from the United States government. The multilateral talks convene at a moment when escalating crude oil costs and ongoing turmoil sparked by warfare in the Middle East have placed severe strains on international energy networks.

The high-level proceedings in the major energy hub of Texas are scheduled to run through Wednesday. They take place against a backdrop of broader market instability, including acute challenges across Europe, where governments are striving to replenish their natural gas stockpiles to secure sufficient heating supplies ahead of the upcoming winter season.

United States Interior Secretary Doug Burgum outlined the strategic ambitions of the Houston gathering, confirming that the summit brings together representatives from across the G20 member economies alongside Venezuelan officials. Burgum highlighted the broader shift in international energy dynamics during an appearance on Fox Business.

According to Burgum, the central objective of the summit is to pivot the primary geopolitical focus of petroleum production away from the Middle East and relocate it to the Western Hemisphere. The US administration aims to counter recurring vulnerabilities and supply interruptions that continue to affect traditional Middle Eastern energy corridors.

The American delegation at the Texas summit features Burgum alongside United States Energy Secretary Chris Wright. Together, they are engaging with key counterparts to address fuel market stability and discuss collaborative initiatives to support international distribution channels.

Venezuela’s representation at the meetings includes the nation's oil minister, Paula Henao, according to reporting by Bloomberg. Henao is joined in Houston by Jovanny Martinez, who serves as the vice president of Venezuela's state-owned energy enterprise, Petróleos de Venezuela, S.A. (PDVSA).

The participation of Caracas follows a bilateral pact finalized on August 28, in which the Trump administration negotiated terms that granted the United States majority control over 65 billion barrels of Venezuela's proven crude oil reserves.

The Interior Secretary’s office informed AFP that the presence of the Venezuelan delegation reflects the administration's broader push to deepen diplomatic and commercial ties with Caracas. Burgum's office noted that Washington is actively working to unlock fresh opportunities for American firms while pursuing supplementary bilateral energy agreements in Venezuela.

President Donald Trump has repeatedly emphasized the potential of Venezuelan petroleum deposits to inject necessary supply into the global marketplace as oil prices surge due to the armed conflict between the United States and Iran.

Despite the White House’s optimism, independent energy market analysts have expressed caution regarding rapid production gains. These experts have warned that expanding Venezuelan oil output will require substantial infrastructural investment and will likely take several years before yielding significant increases in total volume.

The global energy disruptions have caused severe price escalation for consumers across the United States. Data from the American Automobile Association indicates that domestic diesel fuel prices have reached an all-time record high, currently averaging $6.20 per gallon, or approximately 3.78 liters.

American motorists are facing steep increases across other fuel categories as well. The price of regular gasoline has escalated significantly, climbing 44 percent above the levels recorded prior to the outbreak of the US-Iran military conflict.

These compounding economic pressures and the unpopularity of the war have generated substantial anxiety within Trump’s Republican Party. Party strategists and lawmakers are increasingly concerned that the fuel price spikes and wider inflationary fallout could lead to severe political setbacks in the upcoming November midterm elections.

Addressing the political friction, Trump has alleged that Iran is intentionally prolonging the conflict in a bid to inflict domestic political damage on his administration. The president recently asserted that the hostilities with Tehran would conclude immediately following the completion of the November vote.

In addition to his remarks on Iran, Trump also directed blame at Ukrainian President Volodymyr Zelensky, accusing him of contributing directly to the global diesel shortage as a consequence of military strikes carried out against oil refineries inside Russia.

International diplomacy surrounding the Houston summit has faced further friction due to the participation of Russian representatives. Russian diplomats signaled on Saturday that Moscow would send officials to the Texas talks, following a recent G20 gathering two weeks prior where an unexpected appearance by Russian Finance Minister Anton Siluanov sparked significant controversy. European allies of Ukraine expressed dismay over Washington's decision to extend an invitation to Moscow, arguing that the move undermined joint international efforts to diplomatically isolate Russia over its war against Ukraine.
